First skirmish over commitments

The US has just reiterated its position that it will put the following targets on the table: a 17% reduction by 2020; 30% by 2025; 42% by 2030 and 83% by 2050 all from base of 2005.

America will contribute its fair share of a short-term $10billion per annum. Bolivia, to intense applause, has just described this as totally inadequate.

The Bolivians are calling for a formal inscribing of all countries' ambitions in the Copenhagen ‘Accord’ including mitigation, adaptation, capacity building, technology transfer with international review and transparency of achievement of commitments.
