What is 'Business as Usual'?

With China and India already stating they will meet and aim to exceed their energy intensity targets, regardless of what happens at Copenhagen, it seems that replacing a clearly defined metric - energy intensity - with a completely arbitrary, and ill-defined metric is a recipe for disaster.
