The EU may only be headed for 23% emissions cuts by 2030 in sectors outside of the emissions trading scheme (ETS), far below the proposed 30% target, due to ‘flexibilities’, NGOs have calculated.
Ireland would only have to cut its emissions by 1% instead of its 30% national target if it made use of all the available flexibilities under the proposed new Effort Sharing Regulation (ESR), according to a new online tool. France’s 37% target would only deliver 28% of actual reductions, while Spain would cut its emissions by 22% instead of its 26% target.
