EU environment ministers were still on the brink of an agreement on reforming the EU Emission Trading System (ETS) at 6pm CET Tuesday.

After all-day talks in Brussels the Maltese EU presidency finally announced a general approach had been reached, only for several delegations to raise questions over whether this was in fact the case, triggering further consultations.
