A leaked letter from the European Commission has put pressure on countries to act against renewed diesel emission irregularities, while cautioning against bans applied without EU criteria.

The missive, sent by EU internal market commissioner Elzbieta Bienkowska to EU transport ministers on 17 July, urges member states to recall all Volkswagen vehicles in breach of EU type-approval rules by the end of 2017 and to remove them from circulation in 2018.
