Governments "keeping their powder dry" in preparation for July negotiations in Bonn

An informal meeting of world environment ministers to prepare for next month's Bonn summit to finalise the Kyoto climate protocol has seen little movement on the key remaining contested issues while reaffirming the USA's isolation in opposing the deal outright.

Ministers are considering a series of detailed legal texts drafted by talks chairman Jan Pronk and published last earlier this month. The texts are designed to form the basis of an eventual agreement on Kyoto at Bonn (EED 12/06/01).
