First official report on Toulouse explosion

French environment ministry experts review ammonium nitrate safety rules, isolation distances

A first official review of September's devastating explosion at a French chemical plant near Toulouse has been completed by environment ministry experts. The report reveals no progress towards understanding the cause of accident, which involved the explosion of 15-20 tonnes of ammonium nitrate fertiliser (EED 24/09/01).

The report describes the dangers of ammonium nitrate and the various safety rules that apply, concluding that the material should henceforth be classed as an explosive. It also reviews the regulations applying to hazardous industrial installations covered by the EU's Seveso II directive.
