Global climate talks off to good start

Compliance chapter closed as ministers arrive to dot "I"s and cross "T"s of Kyoto accord

World environment ministers assembled in Marrakech, Morrocco, today for the COP7 climate conference, with the aim of finalising and formally adopting implementation rules for the Kyoto climate protocol. Participants have already hailed the event as a success after agreement was reached last night on a compliance regime to apply to countries failing to meet emission reduction commitments.

The conference is expected to set in stone a compromise deal on the major outlines of Kyoto implementation hammered out with great fanfare in July in Bonn. This was accepted by all signatories to the protocol except the USA (EED 23/07/01).
