Environmental beginner takes over renamed ministry following centre-right election victory

Portugal's new centre-right prime minister José Manuel Durão Barroso has appointed Isaltino Morais, long-serving mayor of a Lisbon suburb, to head a renamed ministry of cities, the environment and territorial planning.

The formation of a new government follows elections on 17 March in which the ruling socialists were defeated by Mr Durão Barroso's centre-right social democratic party (PSD), which has formed a coalition with the smaller conservative popular party.
