Austrian experts back EU-wide CO2 trading

Official report recommends broad scheme in line with European Commission proposals

Carbon dioxide (CO2) emission permit trading could best be introduced in Austria under the planned EU-wide system, according to the country's institute for economic research Wifo. The more economic sectors and states that are included, the faster a market for permits will develop, the environment ministry said in a statement last Friday.

In a report commissioned by the ministry, Wifo recommends allocating emission permits through auction, and mandatory rather than voluntary participation by every sector that emits CO2. These conclusions are broadly in line with the European Commission's proposals for an EU-wide scheme (EED 23/10/01).
