European emissions trading scheme dissected

EU policy centre urges voluntary participation in transition period; inclusion of non-CO2 gases

Brussels-based Centre for European policy studies (Ceps) has waded into the debate on the structure of a proposed EU-wide emissions trading scheme, with a report evaluating the options on the table so far. But in its attempt to juggle input from industry, NGOs and other stakeholders, the report fails to recommend a method for allocating emission allowances - an issue still unresolved in the EU decision-making process (EED 11/09/02).
