Confusion reigns over Italian waste definition

Government's "authentic interpretation" in jeopardy as yet another judge refuses to apply it

A controversial decree narrowing Italy's legal definition of waste was dealt another blow last week when a judge in the town of Terni asked the European court of justice to rule whether he should apply it. The move adds to political pressure on the government, the European Commission having already begun an investigation into the decree's compatibility with EU law that could end in court action against Italy (EED 11/09/02).
