EU's legislation machine starts its wind-down

Latest Commission work plan timetables last major policy initiatives before European parliament elections

Draft EU directives on battery recycling, access to environmental justice and encouraging energy efficiency are set to be the final environmental policy highlights of the current European Commission's five-year period of office, according to its updated work programme for the remainder of the year.

The Commission has an unofficial internal deadline of end-2003 for proposing any major new laws before next year's European parliament elections. This is because the EU executive wants the European parliament to have enough time to give them full readings before its last pre-election sitting in early May.
