Ministers to grapple with Kyoto flex-mex

First environment council under Italian presidency to discuss climate, paint emissions, product policy

EU environment ministers meet in Luxembourg on Monday for the first of two formal councils under the Italian presidency. Expected highlights are a policy debate on linking the EU's planned emissions trading programme to the Kyoto protocol's flexible mechanisms, and agreement on an EU directive to reduce volatile organic compound (VOC) emissions from decorative paints and varnishes.

Kyoto schemes directive:

The European Commission proposed in July that firms should have the option of buying emission reduction credits directly through the Kyoto protocol's joint implementation scheme and clean development mechanism as a means of meeting emission quotas under the new EU trading scheme (EED 24/07/03).
