Council breaks up without policy for COP-9 after disagreement over Kyoto linking, developing country fund

Environment ministers failed to agree an EU position for the forthcoming Milan COP-9 climate change talks at their council meeting in Luxembourg on Monday.

Council president and Italian environment minister Altero Matteoli adjourned the meeting due to deadlock over two key elements of the draft resolution setting out the EU's manifesto for the talks. The presidency said it would call an extraordinary council meeting to settle the differences immediately before COP-9.
