No through road for Eurovignette proposal

Transport ministers again fail to agree directive, this time due to stand-off over tolling contracts

Attempts to amend EU rules on charging for heavy lorries have again failed to win the support of ministers meeting at this week's transport council.

Last year the European Commission proposed revising the so-called Eurovignette directive to expand charging to all vehicles of 3.5 tonnes or more rather than 12 tonnes currently, on roads forming part of the trans-European network (Ten). It also suggested giving national authorities some room to take factors such as emissions and congestion into account when setting toll rates (EED 28/07/03).
