The Dutch presidency has set the discussion agenda for a ministerial debate on Reach - the last of the year - to be held at the environment council on 20 December. Ministers will tackle three issues, an official told ENDS Europe DAILY. First their views will be canvassed on the "eco-efficiency aspects" of a synthesis of impact assessments published by the presidency in October (EED 28/10/04). Then they will discuss how substances are prioritised for registration under Reach, where the question is whether they want to go beyond prioritisation based on production volumes by incorporating likely exposure levels too.
