French law to boost containment of coolants

Draft decree extends operator registration rules, introduces legal requirement for refrigerant recovery

Measures to enhance containment and recovery of ozone-depleting or climate warming refrigerant gases have been proposed by the French government. A draft decree notified to the European Commission and other EU states on 23 November strengthens existing rules and makes refrigerant recovery a legal requirement.

The decree covers CFCs and HCFCs, both subject to global phase-outs to protect the ozone layer, and HFCs, now widely used instead but controversial due to their high global warming potential.
