EU environment policy stands at a crucial crossroads in its development and faces so many competing pressures and uncertainties that it could well slow down and change direction, according to a new report for a committee of British MPs.
"The upward momentum in the EU's environment policy of the last 30 years is likely to slow," it says. Regulation could become "less prescriptive and possibly more differentiated by member states," leading to a "multi-speed policy".
