Delegates at the UN climate change negotiations in Montreal gave final approval to a detailed "rule book" for implementing the Kyoto protocol on Wednesday. The package of 21 decisions were negotiated at Marrakech, Morocco in 2001 (EED 12/11/01). Kyoto parties have ratified it following the protocol's entry-into-force in February. Amongst other things the decisions fully operationalise Kyoto's "flexible mechanisms", joint implementation and the clean development mechanism. "The Kyoto protocol is now fully operational. This is a historic step", commented Montreal talks chairman Stéphane Dion. See conference webpages and press release.
