Kyoto treaty rule-book adopted in Montreal

Parties to the Kyoto protocol ratify detailed operational rules agreed in Marrakech in 2001

Delegates at the UN climate change negotiations in Montreal gave final approval to a detailed "rule book" for implementing the Kyoto protocol on Wednesday. The package of 21 decisions were negotiated at Marrakech, Morocco in 2001 (EED 12/11/01). Kyoto parties have ratified it following the protocol's entry-into-force in February. Amongst other things the decisions fully operationalise Kyoto's "flexible mechanisms", joint implementation and the clean development mechanism. "The Kyoto protocol is now fully operational.
