EU policies should give more priority to waste prevention rather than treatment, the European environment agency has argued in two reports released on Friday. The studies are the first fruits of a new EEA remit to evaluate the effectiveness of EU policies (EED 26/11/04).
The first report draws lessons from how six EU countries have implemented the 1991 urban wastewater treatment directive. The directive is one of the most expensive pieces of European environmental law because it has forced a huge construction programme for treatment works.
