Recovery status for efficient waste-to-energy incineration would lead to more waste trade, warn some states

EU governments are struggling to agree whether and under what conditions to classify waste incineration with energy generation as a recovery operation under EU law.  The issue is proving a key stumbling block in discussions on revision of the waste framework directive.

The European commission proposed an energy efficiency threshold for municipal waste-to-energy incinerators above which they can be considered as recovery processes (EED 07/03/06).
