UK signals economy-wide carbon trading

Government moots new scheme covering 5,000 large commercial and public sector organisations

As many as 5,000 large British companies and public sector organisations could be subject to a new carbon emission trading scheme, the UK government suggested on Wednesday.

The move would mean a dramatic expansion in emission trading.  Currently only 768 British heavy industry installations are covered by the EU emission trading scheme.  Unlike in the EU ETS, proceeds would be redistributed to participants for investments in energy efficiency.
