Commission president Jose Manuel Barroso said the EU, as a net importer, should based its policy on renewables, energy efficiency, green technology and a single EU market. See Barroso speech, Piebalgs’ opening address and closing speech, plus speeches from trade commissioner Peter Mandelson, and foreign affairs commissioner Benita Ferrero-Waldner.
