The EU’s 1994 directive on packaging and packaging waste management has achieved its environmental objectives, but not those to safeguard the internal market, the European commission has stated in a delayed review of the rules that has delighted packaging industry interests.
In the review the commission said it would act to strengthen national implementation of the directive’s "essential requirements", a mechanism for encouraging eco-design of packaging long championed by industry but criticised by environmentalists.
