Draft policy paper leaves it unclear whether commission will propose unilateral EU emission target

A leaked draft of a European commission policy paper on post-2012 climate policy has left it still unclear whether the EU executive will propose a firm EU 2020 target for cutting greenhouse gas emissions.

The commission is due to release the communication on 10 January alongside a wide-ranging review of energy policy, which is expected also to set 2020 targets for the share of low-carbon energy and for renewable energy (EED 11/12/06).
