Global agreement still distant, EU parliament's temporary climate change committee hears

World governments are still far from arriving at global agreement on climate policy post-2012, senior representatives from major greenhouse gas emitting countries and the UN have warned the European parliament's temporary climate change committee.

"As far as I'm concerned, we're not even talking about one yet," Yvo de Boer, head of the UN framework convention on climate change (UNFCCC), told MEPs at a hearing in Brussels. "The goal at [international talks in December in] Bali is not the perfect agreement but the perfect launch, a very conscious decision to begin formal negotiations."
