European leaders urged to green EU budget

Think-tank says Europe must spend €38bn annually on climate through budget reform and carbon permit auctioning

European leaders must stop wrangling over the adoption of a new reform treaty and focus on greening the EU budget, British think-tank the Green Alliance said this week.  The message came in a report released ahead of a meeting of EU leaders in Lisbon.  The EU needs to spend around €38bn annually on climate, the group said.  Most of this could come from a reallocation of existing EU budget funds and the rest from auctioning of EU carbon allowances, it said.  See Green Alliance press release and report.
