Pressure mounts as IPPC deadline looms

France to miss implementation deadline, other EU states facing delays; UK plans single permit for waste and pollution control

Several EU member states look set to miss a 30 October deadline to implement the 1996 integrated pollution prevention and control (IPPC) directive across all industrial plants covered by the law.

The deadline applies to plants established before the law entered force - by far the majority of plants concerned. New plants built since the law have had to comply immediately. Under the law governments must issue plants with pollution permits containing emission limits calculated on the basis of "best available techniques" (BAT) for each sector.
