Commission fleshes out EU renewable energy plan

Latest version of draft proposal includes intermediate targets and options for cross-border certificate trading

The European commission is considering forcing member states to allow renewable energy producers to sell tradable certificates to operators in other EU countries, according to the latest version of a draft EU renewable energy directive proposal.

The latest text, seen by ENDS, reveals developments since earlier drafts of the proposal in the commission's plans for an EU-wide trading scheme for renewables (EED 29/11/07).
