Developing country carbon caps "very unlikely"

UNFCCC chief says sectoral energy efficiency goals an option for developing world; US indicates it could accept this

Greenhouse gas emission caps for developing countries will probably not be included in a road map for negotiations on a post-2012 climate agreement, UN climate chief Yvo de Boer told a press conference at international talks in Bali on Friday.

Governments have started informal talks on the road map ahead of the high-level segment of the UN climate talks starting next Wednesday (EED 03/12/07).

"The debate about binding emissions [caps] for developing countries is not off the table, but it's crawling towards the edge, I think," Mr de Boer told journalists, according to carbon market analyst Point Carbon.
