Commission struggling to finalise car CO2 law

Draft text circulated for internal consultation, but crucial details on targets and sanctions still undecided

Draft EU legislative proposals to reduce carbon dioxide emissions from new cars were circulated for internal consultation by the European commission on Monday. But crucial sections dealing with the division of effort among carmakers and the sanctions producers would face for failing to hit targets have been left blank.

Several officials have confirmed that the commission intends to adopt formal proposals next Wednesday, 19 December. The EU executive will almost certainly call on carmakers to reduce average emissions from new vehicles to 130 grams per kilometre by 2012 through improvements in vehicle technology (EED 07/02/07).
