EU issues first carbon leakage analysis results

European commission publishes first assessment of carbon trade impact on industry, plotting trade intensity against CO2 cost

The European commission has published the first part of an assessment of the risk of carbon leakage in energy-intensive industry sectors from proposals to reform the EU's emission trading scheme (ETS) after 2012.

The assessment follows a methodology proposed by the commission (EED 18/09/08) and endorsed by stakeholders (EED 03/10/08) to assess the risk of manufacturing capacity leaving the EU from 2013 as a results of the scheme's economic impact.
