French president Nicolas Sarkozy was roundly congratulated by MEPs on Tuesday for negotiating a first-reading agreement between member states and the European parliament on the EU's climate and energy package.
A year of with intense negotiations ended at the weekend with compromise agreements on the last three of six major new EU laws (EE 15/12/08). Four of the six have gone through the entire policymaking process, from initial proposal to finalised text, in less than a year - an astonishing achievement given their politically contentious nature.
