The EU's policy-making machine wound down this week ahead of its winter break, ending one of the most important periods of European environment policy activity in years.
The year was dominated by debate on a new climate and energy package. The European commission tabled the bulk of its proposals in January and the talks were wrapped up this week. The plans should reduce EU greenhouse gas emissions by 20 per cent by 2020 relative to 1990.
