Ministers set green vision for new Lisbon agenda

Achieving an eco-efficient economy should be a key objective of a post-2010 Lisbon strategy for growth and jobs, environment ministers said at a meeting in Luxembourg on Wednesday. But they could not agree that fiscal reform is necessary to achieve this goal.

Sweden has been a strong proponent of carbon taxes for sectors not covered by Europe's emission trading scheme (ETS). France will introduce a carbon tax on energy consumption next year. It is the first phase of a "fiscal revolution" that will be carried out over several decades, the French government says.
