Barroso lowers expectations for Copenhagen

Senior officials have confirmed that climate negotiators hope to seal a political rather than legally binding agreement on climate change policy when they meet in Copenhagen in December.

"Of course, we are not going to have a full-fledged binding treaty – Kyoto type – by Copenhagen," European Commission president José Manuel Barroso told journalists before an annual EU-US summit on Tuesday. "There is no time for that," he said according to Reuters.
