A European Commission-sponsored report on the Portuguese government's national dams programme concludes that building the ten projected dams would put Portugal in breach of the EU's water framework directive, Portuguese television station SIC revealed on Tuesday.
According to SIC, the report says failures in the way environmental impact assessments were carried out on some of the dams mean Portugal "will very probably be sanctioned" for non-compliance with the EU water law. This makes the government's decision to press ahead with the dams "incomprehensible".
