Commission to clarify EU packaging definitions

The European Commission is drawing up non-legislative guidance for member states on what should and should not be considered packaging materials under packaging waste legislation. EU law provides a list of packaging and non-packaging materials.

But despite the list some member states have different interpretations of whether or not certain materials are indeed packaging, according to the commission. The guidance will not be legally binding on them, an official told ENDS.
