States delay proposals for ETS auctioning rules

Proposed rules for auctioning carbon allowances in the EU emission trading scheme (ETS) from 2013-20 are being delayed because of a group of member states opposed to the European Commission's proposal for a centralised system.

Draft rules due to be sent to member states for review in December will not be submitted before next year, EU sources told ENDS. The rules must be adopted through the EU's comitology procedure by June. They must first be endorsed by member states and MEPs.
