Environment ministers meeting in Brussels on Tuesday will call for a strengthened UN agency for the environment, an idea the EU has pushed for years. The Swedish presidency says current global systems of green governance are inadequate.
The present international system is "incapable" of providing solutions to environmental challenges, according to the Swedes. The UN environment programme (UNEP) has limited political authority and is subject to "budgetary constraints".
