An EU charge on air transport, taxes on energy and the financial sector and revenues from emissions trading are among several options proposed by the European Commission on Tuesday for financing part of Europe's budget after 2013.
The commission was presenting proposals for reforming the EU's budget for 2014-20. It says Europe's own sources of funding are too limited, making it heavily reliant on member state contributions. These represent almost two thirds of the budget.
