Spanish MPs: fuel users must pay for renewables

The costs of developing renewable energy in Spain should be shared among all energy users including fossil fuel consumers, Spanish MPs have said in a cross-party energy strategy approved on Wednesday. Electricity users should not bear the full costs.

The strategy advises a renewable energy target of 20.8% for 2020, less ambitious than the 22.7% goal in Spain's renewable energy action plan. Spain's objectives in this area "should be achieved without penalising [electricity] consumers", according to the document. And nuclear power and Spanish coal are necessary.
