Spain 'should not rush over water basin plans'

In June, Spain was warned by the EU executive over its failure to adopt river basin management plans by December 2009. Marta Moren, head of water resources at the environment ministry, says the plans will not be ready before mid-2011 at the earliest.

The plans had to be adopted by December 2009 and submitted to the European Commission in March this year. But Spain has yet to finalise any of its plans. In September, the government took the matter into its own hands to speed things up.
