The European Commission is considering the introduction of a mandatory green component in the first pillar of the common agriculture policy (CAP) to strengthen the scheme's contribution to environmental protection, according to a leaked draft paper.
This is one of three options presented in the paper, expected to be published in November. European farmers would have to take certain environmental measures to get a yet undefined proportion of direct CAP payments. Such measures include permanent pasture, green cover and crop rotation.
