Portugal starts drafting post-2012 carbon plans

Portugal’s post-2012 carbon emissions reduction policy began taking shape yesterday when the government approved plans for a national climate change programme 2013-2020 (PNAC 2020), a national low carbon roadmap 2020 and sectoral low carbon plans for each ministry.

The roadmap will define “the national emissions reduction targets for 2020 needed to ensure the sustainability, efficiency and competitiveness of the Portuguese economy and the policies required to achieve them”, the government says.
