The European Commission is consulting on possible changes to the monitoring and reporting rules for the EU's emissions trading scheme (ETS). The responses will guide the development of two new regulations later this year.
The regulations are required by the 2009 ETS directive. They must be adopted by the end of the year and will replace the current guidelines on monitoring and reporting. One regulation will cover monitoring and reporting; the other, accreditation and verification of emissions data. They will come into force in 2013.
