The EU must not delay action on biomass

Stephen Tindale of the Centre for European Reform argues the EU proposal on biofuels is a missed opportunity to address the impact of solid biomass

On 17 October the European Commission proposed changes to the two 2009 directives on renewable energy and fuel quality to address the indirect land-use change (ILUC) impacts of biofuels from energy crops.

It proposes numbers to calculate the greenhouse gases resulting from ILUC for different categories of energy crops. This proposal does not go far enough because these emission factors would only be used for the reporting of activity under the renewable energy directive.
