An environmental group has accused the Council of Ministers of trying to cover up the legal basis on which key environmental policy was scuppered.

WWF says decisions known as "council conclusions" should have been adopted on the 2050 low-carbon and energy roadmaps, on which 26 of 27 member states agreed.
