‘Vague’ EC proposal on JI restrictions criticised

There is growing consensus among member states on a plan to ban certain carbon offsets from countries that have not signed up to new Kyoto commitments, claims the European Commission.

However, in practice the offsets in question do not exist, which means that the commission’s proposal is meaningless, if the text of a regulatory update published on Thursday is to be believed.
